Blayne is a licensed Professional Engineer in the state of Oregon with experience in civil engineering, starting his career off in the land development sector, and later transitioning transitioning to the power industry. He has worked on projects that include schools, high density apartment complexes, athletic facilities, business complexes, and industrial complexes, as well as many substation projects. In these projects he was responsible for the civil design of water distribution and sanitary sewer systems, grading, drainage design and stormwater modeling, site layout and design, and erosion control design. In addition, he is an experienced leader, managing teams of engineers through project inception to issuing construction and permitting documents.

Blayne has extensive experience in designing and sealing site plans, utility plans, grading plans, demolition plans, stormwater control plans, erosion and sediment control plans, and water distribution plans. In addition, he has experience navigating the permitting process for municipalities around the Portland metro area that includes 1200-C stormwater discharge permits, grading permits, sewer connection permits, building permits, and erosion control permits. He can also assist in creation of stamped stormwater and drainage reports.

  • Sunset Highschool Track (Oregon, 2023)

Replaced existing track at Sunset High School and fixed drainage issues within the field. Installed underwater stormwater detention chambers to ensure stormwater compliance.

  • Blackfoot Substation (Idaho, 2026)

Provide Civil design documents for construction of 1 acre substation in Blackfoot, Idaho to provide grid reliability. Included additional erosion and sediment control measures due to proximity of Blackfoot river

  • Bramah Substation (Pennsylvania, 2026)

65 acre 500kV Substation that improves grid reliability for the township of Peach Bottom Pennsylvania, includes a stormwater underground pipe network, a network of swales and culverts that convey flow to a large stormwater basin for treatment and detention, as well as 7 supporting access roads

  • Wagenhals Substation (Ohio, 2026)

138kV Substation in Ohio that improves grid reliability for Stark County, includes 3 points of access to the station and 1 access road leading to stormwater basin
